The most common  government lease procurements are TI Lease vs. Turnkey.  Although turnkey has become increasingly more popular because it is quicker (but riskier), the government typically operates under the TI Lease.  Through the TI Lease, the rent terms are negotiated without a firm understanding of design.  Design (DID’s) would take place after Lease Award followed by Construction Documents and a competitive TI bidding process which then establishes Notice To Proceed into construction.  Although this process is contrary to private sector ways of doing business, it is common for the government.  Also common is for an owner to get stuck with unaccounted for “Shell” costs.  Avoiding this common pitfall and understanding how to negotiate with GSA will increase your bottom line.
